Steve Costello was recently appointed by Mayor Sylvester Turner as the City of Houston's first “flood czar.” He will be responsible for designing ways to mitigate flood risks, such as revising city ordinances or policies and by working with the different state, county and city departments to improve drainage and flood-prevention infrastructure.

HCA September Luncheon Featuring "Flood Tsar" Steve Costello
The Houston Contractors Association is happy to welcome back an old friend to the podium, Mr. Steve Costello, Flood Tsar to the City of Houston. Prior to taking this position, Steve was a candidate for mayor, an At Large City Council Member and the creator of the Rebuild Houston Program whose goal was to improve the City's streets and drainage infrastructure. A civil engineer by trade and owner of Costello Engineering, who has built a strong reputation within the industry.
