Jeffrey T. Nielsen

Jeffrey Nielsen has worked for the Houston Contractors Association since January 2, 2002.  Over the last fifteen years his duties as executive vice president have grown as the requirements on the industry have grown.  Mr. Nielsen is responsible for developing strong relationships with elected officials at all levels of government representing the greater Houston area and surrounding counties.  This includes the mayors of several cities, county judges, state representatives, senators and federal legislators.  These relationships help forge ties and build friendships with the elected officials that set the policies that regulate the civil construction industry.  He works closely with the directors of the various public works departments on issues concerning the civil construction industry and acts as a mediator when issues arise between a contractor and a public official.

Mr. Nielsen regularly serves on the re-election steering committees for Harris County Judge Ed Emmett, County Commissioners, as well as several Houston City Council Members.  In addition to the work done in the political arena, Mr. Nielsen is in charge of the day to day operations of the office, he writes and publishes the HCA monthly bulletin, assists the committee chairs in the management and running of their meetings, assists in the coordination and operation of all of HCA’s annual events including a clay shoot, two golf tournaments, a management trip and the annual Christmas party.  Mr. Nielsen also keeps the official minutes for the monthly HCA Board of Directors meetings, serves as the Treasurer for the association’s political action committee, HOUCONPAC and maintains the R.P.Doss Scholarship Fund.  He reports directly to the Board of Directors.  Mr. Nielsen has been married to his wife Lisa for twenty three years and together they have two daughters Brogan and Avery.


Antonette Skrabanek, Controller

Antonette Skrabanek has worked for the Houston Contractors Association for twenty three years. She was originally hired to perform the job of controller for the association, but as the years have passed, her duties have grown with the association. Mrs. Skrabanek currently is responsible for maintaining an accurate accounting of the financials for the association.  She works with the auditors to prepare all reports in a timely fashion for HCA and HOUCONPAC, the political action committee, as required by the State of Texas.  The association also has a scholarship fund, the R.P. Doss/Houston Contractors Association Endowment Fund, for which Antonette keeps all the records for potential recipients.  Antonette reports all financials directly to the Board of Directors at the monthly board meetings, and she also serves as the event planner and member services contact for Houston Contractors Association. It is her responsibility to coordinate and stay within budget for all of the following events; HCA’s two annual golf tournaments, the spring clay shoot, the mid-year conference, the management conference, the Christmas dinner and dance, and all monthly luncheons.  Along with these duties Mrs. Skrabanek also assists with member services and the daily operations of the office.   Antonette and her late husband Glenn have five sons and ten grandchildren.





Marketing Assistant





Emelie is a native Houstonian and a Clemson University alumna where she graduated with a degree in political science and minor in psychology.  In her role, she manages the HCA social media accounts where she promotes the association to a targeted audience as well as actively engages with followers.  She is responsible for marketing HCA fundraisers, luncheons, mixers, holiday parties, educational seminars, and political stances to members via email.  All graphic design needs are fulfilled by her.  Maintaining the HCA database to keep member information accurate and actively updating the HCA calendar of events on the website are large roles of hers.  She is responsible for creating and managing networking mixers as well as other HCA events. She is not shy to promote HCA and recruit potential new members at business functions.  She enjoys staying up-to-date on marketing trends in the construction and association sectors.  She maintains the HCA schedule for the office and the Board Members.  Writing an article for the Texas Contractor Magazine is a monthly duty for her.  Emelie speaks Spanish and has studied Arabic, American Sign language, and Italian.
